Green Energy Corridor Deal Could Be Signed at COP31

The Azerbaijan-Türkiye Energy Forum focused on cooperation between the two countries on electricity transmission infrastructure

The fifth Azerbaijan-Türkiye Energy Forum was held Sept. 10-11, 2026, under the chairmanship of Azerbaijan’s Energy Minister Parviz Shahbazov and Türkiye’s Energy and Natural Resources Minister Alparslan Bayraktar.

Speaking after the forum, Bayraktar said Türkiye and Azerbaijan were working on three major projects.

The first would establish an electricity transmission line from Nakhchivan to Türkiye. The second would create a Green Energy Corridor through cooperation among Türkiye, Georgia, Azerbaijan and Bulgaria. The third is a proposed undersea electricity transmission line that would run beneath the Black Sea and reach Europe via Romania and Hungary, with Türkiye potentially joining the project.

Bayraktar recalled that he had described the Green Electricity Generation and Trade Project, which brings together Türkiye, Azerbaijan, Georgia and Bulgaria, as “the TANAP of electricity.” He said the project represented a strategic step toward building long-term regional energy cooperation based on mutual benefit.

Bayraktar said the countries wanted to move the project to its next stage as soon as possible. He added that, when combined with an agreement signed with Kazakhstan and Uzbekistan, it could eventually link the Turkic world through a common energy network.
Bayraktar also said that agreements on the projects could be signed at the COP31 climate summit, which will be held in Antalya in November.

According to a joint statement issued after the forum, the participants agreed to study “connectivity in electricity” in greater detail. The aim is to update the forum’s protocol so that bilateral and regional projects can be addressed as part of a comprehensive framework and monitored through institutional mechanisms.

The participants also agreed that future forums would include a working group devoted specifically to electricity connectivity.
