Transfer Agreement Signed for Bozcaada Wind Farm

An agreement transferring the operating rights to the Bozcaada Wind Farm has been signed.

According to a social media post by ERN Holding, which acquired the project, the signing ceremony was attended by Bekir Emre Haykır, president of the Privatization Administration under Türkiye’s Ministry of Treasury and Finance; Zafer Benli, general manager of the state-owned Electricity Generation Company, or EÜAŞ; Ahmet Suat Üstün, EÜAŞ’s deputy general manager; and Müfit Eren, chairman of ERN Holding.

The privatization tender for the plant was held on March 12, 2026. In the final round of negotiations, which drew 19 bidders, YLE Enerji Elektrik Üretim A.Ş., an ERN Holding subsidiary, submitted the highest offer, at 735 million Turkish liras.[1]

The Plant Began Operations in 2000

The Bozcaada Wind Farm was developed by Demirer Holding under a build-operate-transfer model and began operations on July 25, 2000, becoming Türkiye’s third wind-power plant.

After the operating period expired, ownership of the plant was transferred to the state-owned Electricity Generation Company on July 25, 2021. It was subsequently added to the government’s privatization program under a presidential decree dated Aug. 9, 2024.

A tender notice published in the Official Gazette on Dec. 27, 2025, called for the plant and the land on which it stands to be privatized through the transfer of operating rights for a period of 25 years.

Located at Cape Polente, on the western tip of Bozcaada, the plant consisted of 17 Enercon wind turbines with a combined installed capacity of 10.2 megawatts.
