Türkiye to Update Climate Change Adaptation Strategy

Work continues on updating the Climate Change Adaptation Strategy and Action Plan

Türkiye is continuing work to update its Climate Change Adaptation Strategy and Action Plan (İDUSEP), which was published in 2024.

According to a statement from the Climate Change Directorate, meetings held in Ankara on Aug. 17 and 18, 2026, focused on an updated draft prepared in light of feedback and recommendations gathered at sectoral workshops held in July.

Sectoral consultations, a key stage in the update process, were held in July 2026. The widely attended workshops included sessions on Water Resources Management; Agriculture and Food Security; Biodiversity and Ecosystem Services; Urban Areas; Public Health; Social Development; Disaster Risk Reduction; Tourism and Cultural Heritage; Transport and Communications; Energy; Industry; and Cross-Cutting Issues.

Following the sectoral workshops in July, the updated draft prepared on the basis of stakeholders’ views and recommendations was submitted to members of the Climate Change Adaptation Working Group for review.
Members of the Climate Change and Adaptation Coordination Board, representatives of public institutions and organizations, and relevant stakeholders also reviewed İDUSEP’s strategic objectives, actions and monitoring indicators.

Current İDUSEP covers 2024-2030

The current İDUSEP, which covers the period from 2024 through 2030, addresses 11 sectors and cross-cutting issues with the aim of strengthening Türkiye’s economic, social and ecological resilience to the effects of climate change. The plan contains 40 strategic objectives and 129 actions.

The update is intended to strengthen İDUSEP’s alignment with Türkiye’s current climate policies and its Nationally Determined Contribution, incorporate developments in the international climate change adaptation agenda into the national monitoring and evaluation system, and strengthen Türkiye’s resilience to the effects of climate change. It also aims to establish a stronger climate change adaptation framework that is implementable, measurable and trackable through 2035.
