Türkiye Publishes National Green Finance Strategy and Action Plan

Plan sets three aims, 11 targets and 45 actions

A presidential circular putting the National Green Finance Strategy and Action Plan into effect appeared in today’s issue of the Official Gazette and entered into force.

The circular said the plan, which covers the 2026-2029 period, seeks to build a comprehensive framework for green finance in Türkiye and support the country’s green transition.

In a statement, the Treasury and Finance Ministry said the strategy aims to strengthen Türkiye’s green finance ecosystem, improve the ability of financial markets to adapt to climate risks and enhance the investment climate in line with sustainable development goals.

The ministry also said the plan focuses on priority policy areas, including expanding green-oriented regulations and practices in financial markets, strengthening market infrastructure to support the green transition and improving coordination among relevant stakeholders.

According to the document, officials identified three main aims: building the infrastructure needed for a transparent and measurable green finance ecosystem; strengthening institutional capacity and human resources in green finance; and creating market mechanisms to advance green finance. The plan sets 11 targets and 45 actions tied to those aims.

The actions set for 2026 include:

  • Completing work on Türkiye’s Green Taxonomy
  • Introducing the regulatory changes needed to encourage insurance companies to invest in green assets
  • Strengthening the system for assurance audit standards
  • Publishing a common reporting template for companies that will align public institutions’ rules on financial reporting and sustainability reporting
  • Preparing guidance to correct misreporting or classification errors in sustainability reporting
  • Increasing the share of sustainability-themed funds in the portfolios of state contribution funds and standard funds under the Automatic Enrollment System
  • Carrying out work to diversify social and sustainability-themed capital market instruments
  • Completing the regulatory infrastructure for Türkiye’s Emissions Trading System and putting it into operation
  • Conducting feasibility studies on regulations that would provide flexibility in the use of foreign-currency loans for investment areas to be designated for the green transition
  • Developing an insurance or guarantee mechanism in connection with insurance companies’ emission-reduction commitments
