The Türkiye Industrial Decarbonization Investment Platform is Officially Established

The platform aims to secure 5 billion euros in external financing by 2030

The Türkiye Industrial Decarbonization Investment Platform, which began operations last month after preparatory work started in 2024 with the goal of providing international financing for industrial companies’ green transition projects, is officially established.

A Presidential Decree published in the Official Gazette stated that the platform will provide both project development and financial support for sustainability-focused transformation investments in energy-intensive sectors.

Furthermore, it was emphasized that the platform aims to reduce greenhouse gas emissions in the industrial sector and achieve long-term low-emission development goals, in line with Türkiye’s Second Nationally Determined Contribution (NDC) submitted under the United Nations Framework Convention on Climate Change, which includes targets for 2035.

The goal is to secure 5 billion euros in financing by 2030

Through the platform, 5 billion euros in funding is to be provided by 2030 to support industrial companies’ investments in the green transition, with the goal of reducing emissions by 20 million metric tons annually through these investments.

In statements issued by the Ministry of Industry and the EBRD regarding the platform’s establishment, it was emphasized that this goal makes the platform the world’s largest industrial decarbonization program.

The platform, which will include the International Bank for Reconstruction and Development (IBRD) and the International Finance Corporation (IFC) alongside the EBRD, will initially focus on the investment needs of the steel, aluminum, cement, and fertilizer sectors.

In the future, sectors such as glass, ceramics, and chemicals may also become part of the platform’s focus areas.

The text of the Presidential Decree No. 2026/5, dated May 21, 2026, published in the Official Gazette, reads as follows:
“Transformations in global production and supply chains, global targets aimed at reducing rising greenhouse gas emissions, and technological advancements in the manufacturing industry make the transition to low-carbon and sustainable production processes imperative for the Turkish industry—which continues to pursue an export-oriented growth model—to maintain its competitive edge. This transformation aims to reduce greenhouse gas emissions in the industrial sector and achieve long-term low-emission development goals, in line with Türkiye’s Second Nationally Determined Contribution (NDC) submitted under the United Nations Framework Convention on Climate Change (UNFCCC), which includes targets for the year 2035.

Under the “2030 Industry and Technology Strategy,” key policy priorities were established to ensure the long-term transformation of Türkiye’s industrial sector while preserving its competitive edge; the goal is to reduce greenhouse gas emissions in industry through regulations aligned with the European Green Deal and the Carbon Border Adjustment Mechanism.

Accordingly, the adoption of low-carbon production and circular economy principles in industrial enterprises, the diversification of support mechanisms, and the promotion of investments in green technologies were identified as key objectives. In addition to the fundamental policy priorities regarding the long-term transformation of Türkiye’s industry, the Strategy also outlines global cooperation mechanisms, with the goal of diversifying and expanding access to international financing sources.

To finance the identified need for large-scale investments in sectors that play a significant role in Türkiye’s exports and are critical for reducing greenhouse gas emissions, and to develop the institutional capacity to support these investments, the “Türkiye Industrial Decarbonization Investment Platform” was established in collaboration between the Ministry of Industry and Technology and the European Bank for Reconstruction and Development, the International Bank for Reconstruction and Development, and the International Finance Corporation. The Türkiye Industrial Decarbonization Investment Platform will make a significant contribution to quantifying these targets and fulfilling our international commitments through transformation investments to be carried out at industrial facilities where decarbonization is technically and financially challenging, in line with industrial reduction targets. The Türkiye Industrial Decarbonization Investment Platform will provide both project development and financing support for sustainability-focused transformation investments in energy-intensive sectors.

It is essential that activities aimed at the decarbonization of industry be carried out through collaboration between the public sector, the private sector, and civil society, using a sustainable and inclusive approach that takes into account our country’s international obligations, development priorities, and competitive strength. Accordingly, I request that all public institutions and organizations provide the necessary support in the areas required for the effective and efficient operation of the Türkiye Industrial Decarbonization Investment Platform, for which national coordination will be carried out by the Ministry of Industry and Technology.
