Regulation on Refurbished Products Published

The Ministry of Trade has made changes to the regulations governing the refurbishment and resale of used goods.
The “Regulation on Refurbished Products,” published by the Ministry in the June 27, 2026, issue of the Official Gazette, defines the scope of this activity.

Furthermore, with the entry into force of this regulation on August 1, 2026, the “Regulation on the Sale of Refurbished Products”—which was originally published in 2020 and last amended in 2024—will be repealed.

With the publication of the new regulation, televisions have been included in the scope alongside cell phones, tablets, smartwatches, game consoles, and modems.

In a statement issued by the Ministry regarding the matter, it was reported that approximately 1.6 million products have been refurbished and reintroduced to the market to date under the relevant regulation.

The statement emphasized that the system contributes to the national economy by reducing electronic waste, strengthening the circular economy, and preventing waste and environmental damage. It also noted that the Ministry aims, through this regulation, to both encourage environmentally friendly and sustainable consumption habits and to create a safe shopping environment by preventing consumers from being victimized in the second-hand market.
