COP31 Presidency submits third letter

The COP31 Presidency has submitted its third letter to the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC).

The letter, signed by COP31 President-Designate Murat Kurum, outlines the 10 themes selected for the summit’s Action Agenda and describes the contribution that progress in these areas could make to the global fight against climate change.

The themes identified in the letter are: (1) Clean Energy Transition and Electrification, (2) Zero Waste and Methane Reduction, (3) Climate-Resilient Cities, (4) Green Industrialization, (5) Youth and Education, (6) Food Security, (7) Oceans and Seas, (8) Dynamic and Resilient Health Systems, (9) Rio Synergies, and (10) the Climate Action Implementation Bridge.

Mr. Kurum said the COP31 Thematic Days, which will complement the official negotiations in Antalya, will provide a platform for advancing these priorities through dialogue, partnerships and practical implementation. He also called on representatives of the parties to participate in the events.

COP31 President-Designate Kurum said the presidency would continue an open, inclusive and predictable consultation process in the coming period. He invited representatives of parties wishing to contribute to the process to attend the Istanbul Climate Finance Summit, to be held in Istanbul on Sept. 4-5, 2026, and the Oceans and Seas Summit, to be held in Trabzon on Sept. 10-11, 2026.

Mr. Kurum also emphasized in the letter that 2026 is an important year for the submission of the second Biennial Transparency Reports, reminding parties that the reports must be submitted by Dec. 31.

Mr. Kurum also called on parties that have not yet submitted their post-2030 nationally determined contributions (NDCs) to submit them as soon as possible.
