Anti-dumping measures for aluminum frames take effect

The Ministry of Trade has launched anti-dumping measures on “aluminum frames for photovoltaic panels” imported from the People’s Republic of China, as announced in a notice published in today’s issue of the Official Gazette.

According to the notice, the anti-dumping duty will be applied at a rate of 38.26% of the CIF value for the six companies that cooperated in the investigation, and at a rate of 45.99% for all other companies.

The investigation was launched last May, based on an application filed by the Turkish Aluminum Manufacturers Association on behalf of domestic producers Arslan Aluminum Inc., Lazer Solar Energy Aluminum Systems Inc., and Pantech Aluminum Inc., covering the period from October 1, 2023, to September 30, 2024.

According to the findings in the report, Türkiye imported aluminum frames worth 13.5 million U.S. dollars in 2022, 64.5 million U.S. dollars in 2023, and 66 million U.S. dollars during the investigation period.

Conversely, using 2022 as a baseline (100 units), during the investigation period, domestic producers’ profit per unit fell to 8 units, their market share to 94 units, their capacity utilization rate to 66, and their productivity to 91 units, while their inventory rose to 213 units.

The measure, which took effect today, will remain in force for five years. However, if a final review investigation is initiated before the expiration of this period, the measures will remain in effect until that investigation is concluded.
