Anti-dumping Investigation Launched for Solar Glass

The Ministry of Trade has launched an anti-dumping investigation into solar glass products originating from the People’s Republic of China, Malaysia, and the Socialist Republic of Vietnam.

According to a notice published by the Ministry in today’s issue of the Official Gazette, the investigation took effect as of today.

According to the information in the notice, the investigation was opened based on an application filed by Türkiye Şişe ve Cam Fabrikaları and supported by Düzce Cam Sanayi, Europen Endüstri, Çağdaş Cam Sanayi, Okandan Cam Sanayi, Salt Cam Sanayi, and Camplaza Solar Cam Sanayi.

In the investigation conducted following the application, since valid domestic market prices in the countries subject to the application could not be obtained to determine the normal value of these products, the normal value was established by adding sales, general and administrative expenses, financing costs, and a reasonable profit margin to the unit production cost of solar glass sold in Türkiye. It was determined that the dumping margins calculated based on this value were above the de minimis threshold.

In the investigation covering the period from January 1, 2022, to September 30, 25, it was found that imports from these countries increased both in absolute and relative terms during this period, it was determined that these imports caused material injury by putting downward pressure on the domestic unit sales prices of these products, thereby negatively affecting indicators such as domestic producers’ production, domestic sales volume, product cash flow, capacity utilization rate, efficiency, and market share.

According to the notice, the Ministry of Trade will notify known producers/exporters based in these three countries, as well as the embassies of these countries in Ankara, of the initiation of the investigation. Interested parties will be required to respond to these notifications—which include questionnaire forms—within 37 days, including the mailing period. However, parties who do not receive a notification may also contact the Ministry within the same timeframe to submit their responses to the questionnaire and provide their views regarding the investigation.
